CONSTITUTION
1. Name of Federation : All India Silambam Federation
(Abbreviated as "AISF")
2. Registered Office : The registered office of the
All India Silambam Federation.will be in Nagercoil and a sub -office shall be located wherever the President General offices. The present address of AISF will be No.2/5,Drivers Colony, T.Nagar,Chennai-17, TamilNadu.
3. Aims and object : The aims and objects of AISF will be
a) To organise, encourage, Promote and control the Sport of All India Silambam Federation
b) To provide facilities for training and physical exercise in the Sport of Silambam and to render financial assistance to both individuals and organisation for the promotion of such training.
c) To diffuse useful knowledge and modern techniques in sports and physical exercise by publishing literature in any form the participating in such meetings in Silambam and abroad ; and
d) Generally to do anything with the promotion of Sport of Silambam in particular and sports in general in the country.
1. The number of AISF shall be divided into the following categories.
a) All India Silambam Federation to be represented in AISF General Council Meetings by 3 (Three) representatives each, including those representatives holding any post of the office-bearer.
b) All India Sports Control Boards/ Organisations to be represented in AISF General Council Meetings by one representative each.
2. The annual membership fees of AISF will be
a) State Silambam Association @ Rs. 1000.00
b) All India Sports control board/organisation @ Rs. 1000.00
3. Admission Fees : A new member desirous of having affiliation with AISF shall have to pay an admission fee equivalent to the amount of affiliation fee before joining AISF
All affiliations will be provisional until the member Association/ Board participates in the State Championship.
4. All members failing to pay their membership fees as well as other dues before the commencement of the first National Meet of the new financial year shall be excluded from the privileges of the membership of AISF and shall be debarred from its activities. Provided that a membership on payment of full arrears plus a surcharge amounting to 20 percent of arrears as penalty.
5. Members (State/Units) , who do not participate in two consecutive National Senior/Junior/Sub-Junior, shall automatically stand disaffiliated. The General council may renew their affiliation.
6. State unit holding State Championship will pay Rs.1, 000.00 by way of capitation fee to AISF for each Senior, Junior, and Sub Junior National Championship.
The financial year of AISF shall be from April 1 to March 31 of the following year.
1. The funds received on behalf of AISF shall be deposited in a Bank approved by the Executive Committee. The banking account shall be operated by any two of the President/ General Secretary and the Treasurer.
2. The President and the General Secretary shall be authorized to incur expenditure within the limits of the budget sanctioned at the Annual General Meeting of the General Council.
3. No expenditure in excess of or not included in the budget. Passed at the Annual General Meeting, shall be incurred excepting after the approval of the President. Provided that it may be reported to the General Council at its next meeting.
The General Council of AISF will comprise.
a) Three representatives from each of the affiliated State Silambam Association and
b) One representative from each of the affiliated National Sports Control Boards/ Organizations.
1. The following will be the office-bearers of AISF and they will be elected amongst the members of the General Council
a) One President
b) One Senior Vice President
c) Two Vice Presidents
d) One General Secretary
e) Three Joint Secretaries
2. Any representatives of an affiliated member, who has been elected as an office-bearer, shall continue to hold his office till the end of the term even if his representation has been withdrawn by his own Association. In case of disaffiliation only the member Association/Body, the office held by its representative shall be deemed to have been vacated.
3. The Executive Committee of AISF shall have the power to fill any vacancy in the Committee or in any other committee until the next Annual General Meeting of the General Council.
4. Officer-bearers and Members of Executive Committee of AISF may hold office as such for one or more terms of 3 years each on obtaining simple majority votes of the members present and voting in the election.
5. The elections of AISF will be held after every 3 years, preferably one month before the elections of the All India Silambam Federation. The elections to the national Federation shall also be completed before the elections of the All India Silambam Federation.
The General Council of AISF shall have the following powers and functions;
10. To appoint Finance Committee, Technical Committee / Panel and any other Sub committee and to fix their terms of reference.
11.To recognise and register National, Zonal and all other Silambam Records.
12.To Assist, advise and arrange for coaching of Silambam
13.To organise Silambam training camps and coaching clinics.
14.To amend the Constitution when considered necessary.
15. To enroll State Association and National Federation/Bodies.
The Executive Committee of AISF shall comprise.
1. All of the Office-bearers.
One representative from each affiliated State Silambam Association, excepting those Associations that are represented by Office-bearers and one representative each from each affiliated Board/Organisation. No proxy will be allowed in the meeting of the Executive Committee. The absence of a member in the Consecutive meetings may terminate his membership of the Committee.
The powers and functions of the Executive Committee shall be
1. To conduct general management and direction of AISF
2. To recommend to General Council membership of organisations which are eligible to join under the Constitution of AISF.
3. To decide cases of indiscipline, misconducts, protests, breaches of regulations, interpretation of Rules and Regulations and impose suitable penalties against individuals, if necessary, subject to the right of appeal to the General Council.
4. To approve disciplinary action and hear appeals against such action taken by subordinate bodies.
5. To perform such other duties as may be assigned by the General Council.
6. To fill any vacancy in the Executive Committee.
7. To sanction foreign tours by teams and officials.
8. To appoint staff, whenever required, and to fix their remunerations.
9. To hold tests for officials.
10. To consider annual accounts of the Treasurer.
11. To consider the Annual Report of the General Secretary and for ward the same along with budget to the General council with its recommendations.
12. To appoint Sub committee and frame by laws.
1. President : The President shall be the Chief Executive of AISF. He shall preside over all meetings of the General Council and the Executive Committee. He may call meetings of the General Council and the Executive Committee as and when necessary and shall perform such other duties attached to the office he holds. He shall depute one or more members of the Technical Committee/Panel for any National, Zonal, Silambam meet. He shall also enjoy a casting vote in case of a tie in addition to his deliberative vote. He has the power to spend up to Rs.5, 000.00 at a time in each financial year on behalf of AISF. He may spend any amount beyond this limit but the same should be placed before the next meeting of the Executive Committee and approval of the Executive Committee should be obtained therefore. The President will appoint officials, coach, Manager etc. of Indian Teams for various International Tournaments. The President will appoint ad hoc committees in any State in case of any dispute or for forming a new State Unit in the State.
2. Senior Vice President : In the absence of the President, the Senior Vice President will act for the President and shall exercise all powers of the President.
3. Vice Presidents : In the absence of both the President and the Senior Vice President in a meeting one of the Vice President in a meeting one of the Vice Presidents elected amongst the members present in the meeting, shall preside over the said meeting.
4. General Secretary:
The General Secretary shall be responsible for all work of AISF in accordance with the decision of the General Council and the Executive Committee under the overall direction of the President. He shall keep minutes of all the proceedings of meetings of the General Council and the Executive Committee and Records of AISF He shall convene meetings of the General Council and the Executive Committee and any other Committee or Sub-Committee as may be necessary. He shall receive all money on behalf of the Treasurer, if the Treasurer is absent. He shall perform such other acts as are assigned to him under the Rules & Regulations and By-laws of AISF. He has the power to spend up to Rs.5, 000.00 at a time in each financial year on behalf on AISF. The General Secretary will appoint official, Coach Manager ect. Of Team for warriors International tournament He will also appoint the National Coach.
5. Joint Secretaries: Joint Secretaries will perform such duties as may be assigned to them by the General Council or delegated to them by the General Secretary from time to time.
Treasurer:
The Treasurer shall be the in-charge of the funds of AISF. He shall maintain all accounts, receive all monies, issue receipts, pay all bills duly certified by the office-bearer(s) and within the amounts passed in the budget, operate jointly with the president and/or the General Secretary, an account in a bank duly approved by the Executive committee, submit such statements of accounts as may be called from him, present an audited Statement of accounts and budget for the year and do all acts necessary for the due performance of his duties.

3. Special General Meetings may be summoned at any time by the President, AISF at his discretion and/or shall be convened on a written requisition signed by Presidents and Secretaries of not less than 50% Member units, within one month from the date of receipt by the President of AISF of the said requisition. If the President of AISF fails to convene a requisitioned meeting within the specified time, than the requisitions can convene such a meeting under arrangements made directly by them. In the requisitioned meeting only specified items of Agenda announced will be considered for discus secretary.
To pass a resolution of no confidence, it will be mandatory requirement that such any resolution against the President, the General Secretary , Treasurer and other Executive Committee Members of AISF be passed only by 2/3rd members present and voting. A resolution of no-confidence not supported by 2/3rd majority will be deemed to have fallen through and the motion will be treated as null and void. The quorum for such a meeting will be 3/4th of the total strength of the representatives of AISF entitled to vote.
4. Notwithstanding anything contained in the Constitution, an emergent meeting of the General Council may be convened by the General Secretary in consultation with the President on urgent specific matters with 10 days' clear notice being issued for the same to each member.
5. The quorum for a meeting of the General Council shall be 9 members or one-third of the total strength of AISF. Whichever is less?
6. In the interval between two meetings of the General Council, the Executive Committee may take any action that might lawfully be taken, may be so taken, by post or telegraph vote. Provided that in every instance, such an action is regularised at the next meetings of the council and incorporated in the minutes. The result of the ballot together with the action taken thereupon be circulated to all the members.
2. Executive committee Meetings:
4. An emergent meeting may be convened by the General Secretary in consultation with the President on urgent specific matter with five days' notice for such meeting being given to each member.
5. The decision of the Executive Committee may be taken by circulation amongst its members in case of urgency when the meeting of the Executive Committee cannot be convened, Any decision arrived at by such circulation shall have to be placed before the next meeting of the Executive Committee for confirmation and record.
National Silambam Championships shall be conducted under the Rules of the National Silambam Federation of India as modified by AISF in their Rules of Competitions.
No amendment shall be made to the Rules and Regulations of AISF except at the Annual General Meetings of the General Council and by a two-third vote of all the members present. All proposed amendments must be presented to the General Secretary in writing at least 21 days before the date of the Annual General Meetings of the General Council land forwarded by him to all members of AISF in due course.
1. The General Council shall have the power to suspend any members or India Silambam Team from International competitions for so long as shall be stated in its decision.
1. AISF may sue or be sued in the name of the General Secretary subject to the jurisdiction of Civil Courts and the High Court of Madurai or Chennai, Tamilnadu.
2. All the necessary provisions of the Societies Registration Act 27 of 1975 will also apply to AISF.
3. The income and property of AISF shall be applied solely towards the promotion of the object of AISF set out in this Rules and Regulations and no portion thereof shall be paid or transferred directly or indirectly to any one by way of dividend.
4. The income and property as well as the management and control of AISF shall vest in its Executive Committee.
5. If the winding up or dissolution of AISF is given effect to in accordance with the provisions of its Rules, any property or asset, which may remain after satisfaction of all debts and liabilities, shall not be paid to , or distributed amongst the members of AISF or any of them but shall be given to some other societies in accordance with the decision of the members of AISF in the Meeting of AISF in the Annual General or Special General Meeting or as provided in section 13 of the Societies Registration Act, 27 of 1975.
No members Silambam or any other person shall start any legal suit against AISF until the completion of the arbitration proceedings according to the arbitration clause of the Indian Olympic Association.
